Pittsburgh earned income tax: what workers need to know
Who owes it, working from home, refunds and filing in Pittsburgh. Each rule links to the official source. Checked Oct 25, 2026.
| Topic | The rule | Official source |
|---|---|---|
| Who owes it | Pittsburgh residents owe the 3% EIT on earned income, wherever they work. People who live outside Pennsylvania and work in the city pay 1%. Pennsylvania residents who live outside the city pay their home municipality's tax instead. | City of Pittsburgh, Taxes |
| Working from home | For local EIT withholding, a home office can be one of your employer's worksites. Employers compare your home municipality's resident rate with your work location's nonresident rate and always withhold at the higher one. | PA DCED, Local Withholding Tax FAQs |
| Getting a refund | If more EIT was withheld or paid than you owe, the overpayment shows on your annual local return. You can take it as a refund or apply it to next year's tax. | PA DCED, Annual Local Earned Income Tax Return (CLGS-32-1) |
| Annual return | Even when your employer withholds EIT, you file the Pennsylvania annual local earned income tax return (Form CLGS-32-1) with your local tax collector by April 15, whether or not you owe anything. | PA DCED, Annual Local Earned Income Tax Return (CLGS-32-1) |
| Employer withholding | Employers withhold 3% from Pittsburgh residents, wherever the employer is located. An out-of-state employer whose Pennsylvania-resident employee works outside Pennsylvania does not have to withhold, so that employee may need to make quarterly estimated payments. | City of Pittsburgh, Taxes |
| Credit for other local taxes | Residents can take credits for income tax paid to cities or other localities outside Pennsylvania, or Philadelphia Wage Tax, directly against local EIT. Credits for tax paid to other states go against Pennsylvania state tax first. | PA DCED, Annual Local Earned Income Tax Return (CLGS-32-1) |
| Where to file | Jordan Tax Services collects EIT for the Allegheny County Central Tax District, which includes Pittsburgh. Contact them at 412-345-7966 or jts@jordantax.com. The City of Pittsburgh Finance Department handles the Local Services Tax. | City of Pittsburgh, Taxes |
| LST refund if under $12,000 | If your total earned income in Pittsburgh is under $12,000 for the year, you are exempt from the $52 Local Services Tax. To stop withholding, give your employer an exemption certificate. Otherwise, request a refund on the LST Refund Form. | City of Pittsburgh, LST Exemption Certificate 2026 |
| LST paid twice | You owe the $52 Local Services Tax only once a year. If two employers withheld it, file the LST Refund Form with W-2s and final pay stubs, or ask your current employer to adjust it. | City of Pittsburgh, LST Refund Request form |
Pittsburgh paycheck questions
Do I have to file a local tax return in Pittsburgh if my employer withholds?
Yes. Pennsylvania's annual local earned income tax return must be filed by everyone subject to the tax by April 15, even if no tax is due. Pittsburgh's EIT collector is Jordan Tax Services.
I earn less than $12,000. Do I still pay Pittsburgh's $52 Local Services Tax?
No. If your earned income in Pittsburgh is under $12,000 for the year, you are exempt. Give each employer the signed LST exemption certificate with your pay stubs or W-2s. If tax was already withheld, request a refund on the City's LST Refund Form within 3 years.
I live outside Pennsylvania and work in Pittsburgh. What do I pay?
Non-Pennsylvania residents who work in the city pay 1% EIT. The $52 Local Services Tax is also withheld unless you qualify for an exemption, such as earning under $12,000 in the city. Pennsylvania residents who commute in pay their own home municipality's EIT instead.
My employer withheld the Pittsburgh LST twice. How do I get it back?
File the City of Pittsburgh LST Refund Request form for that tax year with W-2s and last pay stubs from all employers. Mail it to City of Pittsburgh, LST Refund Request, 414 Grant St, Pittsburgh, PA 15219, within 3 years of the tax's due date.
