| Tipped workers | If you earn at least $135 a month in tips, your employer can pay you as little as $2.83 an hour in cash, as long as tips bring you up to the minimum wage. | PA Department of Labor and Industry, Overtime and Tipped Worker Rules |
| Your tips are yours | All tips, whether paid in cash or by card, belong to the employee who receives them, and employers cannot deduct card processing fees from them. | PA Department of Labor and Industry, Overtime and Tipped Worker Rules |
| Overtime | You must be paid at least 1.5 times your regular rate for hours over 40 in a workweek, and you cannot waive this right. | PA Department of Labor and Industry, Minimum Wage Act |
| Getting paid on schedule | Your employer must pay you the pay rate it told you, on the pay schedule it set. Paying late compared with that schedule breaks the Wage Payment and Collection Law. | PA Department of Labor and Industry, Wage Payment and Collection Complaint |

| Unpaid wages | File a complaint with the PA Department of Labor and Industry, Bureau of Labor Law Compliance, online or by PDF form. Use the Wage Payment and Collection form for late, missing or final pay. No deadline is stated. | PA Department of Labor and Industry, Wage Payment and Collection Complaint |

Pennsylvania paycheck questions
How much Pennsylvania income tax comes out of my paycheck?
Pennsylvania withholds a flat 3.07% with no allowances. Unlike federal tax, 401(k) contributions do not lower it. Show the math lists every step.
Why does the calculator ask about state withholding form?
Your employer withholds Pennsylvania tax based on the state withholding form you filled in, which is separate from your federal Form W-4. If you never filled one in, employers usually withhold as single with no allowances.
Does this include Pennsylvania city or local tax?
Add your local earned income tax and Local Services Tax by picking where you live and work in the Pennsylvania settings below (rates from the official DCED register). For Philadelphia, choose it under City or local tax. Check your pay stub or your city's tax office for the local rate.
Does my 401(k) lower my Pennsylvania tax?
No. Pennsylvania taxes your 401(k) contributions, so they lower your federal income tax but not Pennsylvania tax. Health insurance under a cafeteria plan does lower it.
What is the PA UC deduction?
Pennsylvania employees pay 0.07% of all wages toward unemployment compensation. There is no cap.
What is the tipped minimum wage in Pennsylvania?
Your employer can pay as little as $2.83 an hour in cash wages if you earn at least $135 a month in tips and your tips bring you up to the $7.25 minimum wage. Otherwise you must get the full $7.25.
Can my Pennsylvania employer keep part of my tips or card fees?
No. Tips paid by cash, credit card or other non-cash methods belong to the employee who receives them, and employers cannot deduct credit card or other transaction fees from tips. Service fees on banquet bills are not gratuities.
Why is local tax taken out of my Pennsylvania paycheck?
Employers with Pennsylvania worksites must withhold the local Earned Income Tax (EIT) and Local Services Tax (LST) for their workers. The rate depends on where you live and work; see our Pennsylvania city pages.
When do I get my final paycheck in Pennsylvania?
By the next scheduled payday, whether you resigned, were laid off or were fired. If it is not paid, file a Wage Payment and Collection complaint with the Department of Labor and Industry online or with the PDF form.
What if my Pennsylvania employer still has not paid me after a month?
Once at least a month has passed with wages unpaid, you may be entitled to extra liquidated damages of 25% of the wages due or $500, whichever is greater, under the Wage Payment and Collection Law.
Why is my first paycheck in January different?
New federal withholding tables and a new Social Security cap start on January 1. Pick a 2027 pay date in the calculator to see the change.
Why did my paycheck get bigger late in the year?
Social Security stops once your pay for the year reaches $184,500. Enter your pay so far this year to see when that happens.
How much is $70,000 a year after taxes in Pennsylvania?
About $55,877.38 a year, or $2,149.13 every two weeks, for a single filer with no pre-tax deductions in 2026. That is after federal income tax, Social Security, Medicare, Pennsylvania income tax and PA unemployment (UC). Use the calculator for your own filing status and deductions.
What is the average salary in Pennsylvania?
The median (typical) worker in Pennsylvania earns $23.89 an hour, about $49,690 a year full time, and the mean (average) is $31.60 an hour, about $65,730 a year (BLS, May 2025). The median is lower because a few high earners pull the average up. At the median, take-home pay is about $1,559.45 every two weeks for a single filer.
