    Philadelphia paycheck questions

I live outside Philadelphia and work from home. Can I get my Philadelphia Wage Tax back?

Only for days your employer required you to work outside the city. Submit a refund request on the Philadelphia Tax Center with your employer's signed certification on letterhead, a dates and locations worksheet, and your W-2. Remote days you chose for convenience are not covered.

My employer is out of state and doesn't withhold Philadelphia tax. What do I do?

If you live in Philadelphia and no Wage Tax is withheld, you must file and pay the Earnings Tax yourself. Payments are due quarterly, for example by April 30, 2026 for the first quarter, and you file an annual reconciliation by April 15.

How long do I have to request a Philadelphia Wage Tax refund?

You must file within three years from the date the tax was paid or due, whichever is later. Requests go through the Philadelphia Tax Center. Online requests can get direct deposit and usually take six to eight weeks.

Do Philadelphia residents get credit for local income tax paid in another state?

Yes, if a city or county outside Pennsylvania taxed the same income. Request a refund with a refund petition marked WYNNE and proof of the other tax. The refund is capped at the lower of the two taxes. Tax paid to another state is not refunded by the city.

Can low-income workers pay a lower Philadelphia Wage Tax?

Yes. If you qualify for Pennsylvania tax forgiveness (PA-40 Schedule SP), the Wage Tax rate is 1.5%. File an income-based refund petition with your completed Schedule SP attached to get back any Wage Tax withheld above the 1.5% rate.
